Joe Marshall ~ Chair
Marshall is the Chair of the Board of Commissioners. He is a native of Atchison, Kansas and served in the U.S. Military Service for over 22 years. His overseas duty included France, Germany, Vietnam, Thailand and Korea. Following his military retirement he worked for the Colomery O'Neil V. A. Medical Center in the dietary department as a food service supervisor until his second retirement in 1993.
Since then Marshall has been very active in the community volunteering for various organizations, such as the Christmas Bureau, V.A. Hospital , Community Thanksgiving Dinner Foundation, Topeka Police Department , Kansas Department of Corrections, and Shawnee Regional Prevention and Recovery. He has been a member of the 12 Step Program for over 30 years, and a member of the Central Park Neighborhood Improvement Association for the last 16 years.
Marshall is active in his church, St. John's A.M.E. Church. He was a Steward Board for 6 years and was St. John's Man of the Year in 2002 and 2005. He was also the African Methodist Episcopal Church's Fifth District Lay Person of the Year in 2002. |

Frank Ybarra ~ Vice Chair
Ybarra has been a teacher, counselor, school principal and Assistant Superintendent for the Topeka Public Schools. He served as the Director for Personnel for the Kansas State Department of Human Resources, and in the mid sixties, he was a counselor for blind adults seeking employment. He has has written several published articles on employee placement and services. He was the editor and publisher of the Kansas Association of Educational Negotiators Newsletter. He has been a Chief Negotiator for the Topeka Public Schools and has conducted numerous negotiation workshops. He has been and Adjunct Professor for graduate courses at Kansas University, Kansas State University as well as Emporia and Washburn Unitversities.
Ybarra has served on numerous boards including the Editorial Board of the Topeka Capital Journal, The Topeka Housing Authority, Topeka Library Board, Family Service and Guidance Center, Washburn University Board of Regents, The Marian Clinic, Government Commissions under Governor Bill Graves and Governor Mike Hayden, The Topeka United Way, Kansas Children Service League, the Ballet Folklorica, The American Red Cross and many other agencies.
Ybarra has been recognized with numerous awards including The Kansas Teacher Hall of Fame, Outstanding Alumni NW Oklahoma State University, The Martin Luther King Living the Dream Award, The Premio El Hispanic Award and the Knights of Columbus Family of the Year, plus many others.
Ybarra received his Bachelor Degree from NW Oklahoma State University, his Masters from Emporia State University and his PHD from Kansas State University. He has completed classes and training at several other universities and seminars.
Ybarra and his wife Sharon have a combined family of 10 children and 16 grandchildren and 1 great grandson. |

Gary Yager
Yager is a native of Kansas City , Missouri . He moved to Topeka in 1972 to attend Washburn University . He graduated in 1976 with a Bachelor of Business Administration degree and has been involved in the banking industry his entire professional career. He has worked for First National Bank, Commerce Bank and Trust, Columbian Bank & Trust and currently is President and CEO of Vision Bank.
In addition to serving on THA's Board of Commissioners, Yager is active in a broad range of community activities. He has been a Business Improvement District Chair, President of Downtown Topeka, Inc., a Board member of Art Council of Topeka , a member of the Washburn University Moore Bowl Renovation Committee, and a Board member of First American Capital Corporation.
Yager is a member of Western Hills Baptist Church , Topeka Chamber of Commerce and Topeka Country Club. He was recently honored by having Washburn University 's new stadium "Yager Stadium." |

Nancy Artzer-May
Artzer-May is an active community volunteer and has been involved in housing and empowerment issues for many years. In 2004 - 2005 she was the Executive Director of Habitat for Humanity of Topeka. Prior to that she worked for Housing and Credit Counseling, Inc. (HCCI) of Topeka for ten years and managed its Homeownership Programs. She is a retired Realtor, has worked as an Apartment Manager, and has worked as a researcher for a Real Estate Appraiser. |

Frank Young
Young earned 99 semester hours credit at the University of Kansas and then graduated cum laude with a baccalaureate degree in economics from Washburn University of Topeka in 1988. Special attributes include fluency in Spanish aided by spending 2 months as an exchange student in Mexico City, Mexico in 1964 and proficiency in computer usage with an emphasis on search skills.
He worked for U.S.D. 501 as a paraprofessional supervising special needs children with either Down Syndrome or Autism Spectrum Disorder. He also was a computer operator on a Prime Super-Mini computer at Washburn University.
While living in California Young was principal in two entrepreneurial ventures: an "Energy Store" and "Airport Information Systems", a public access information system using kiosks in high-traffic areas like convention centers, airports, and hotels. He worked multiple summers as a camp counselor at Cheley Colorado Camp, a private summer camp for boys and girls from ages 8 to 17.
Young's volunteer activities include contributions of time and talents to Let's Help, Stormont Vail, Meals On Wheels, Topeka Shawnee County Public Library, and regular blood donations at the Community Blood Center. |
