Joe Marshall

Joe Marshall ~ Chair
Joe, is the Chair of the Board of Commissioners.  He is a native of Atchison , Kansas and served in the U.S. Military Service for over 22 years.  His overseas duty included France , Germany , Vietnam , Thailand and Korea.  Following his military retirement he worked for the Colomery O'Neil V. A. Medical Center in the dietary department as a food service supervisor until his second retirement in 1993.

Since then Joe has been very active as a community volunteer. The organizations he has volunteered for include the following: Christmas Bureau, V.A. Hospital , Community Thanksgiving Dinner Foundation, Topeka Police Department , Kansas Department of Corrections, and Shawnee Regional Prevention and Recovery.   He is a member of the 12 Step Program and has been for over 30 years.  Joe is also a member of the Central Park Neighborhood Improvement Association and has been for the last 16 years.

Joe is also active in his Church, St. John's A.M.E. Church.  He was a Steward Board for 6 years.  He was St. John's Man of the Year in 2002  and 2005.  He was also the African Methodist Episcopal Church's Fifth District Lay Person of the Year in 2002.

Joe currently serves as Chair of the THA Board of Commissioners.

Frank Ybarra

Frank Ybarra ~ Vice Chair
Frank is the newest member of the THA Board of Commissioners. He was appointed in December 2003 and his term of office will expire at the end of 2007.

Frank is a first generation American-Mexican. His father came across the border as a contracted laborer for the Santa Fe Railroad in 1929. His mother crossed the border as an illegal alien. Their marriage was arranged by her parents, although his Dad was 29 years older. After high school graduation, Frank joined the United States Air Force.

Frank is now retired, but continues to stay busy.  He is on the Editorial Board of the Topeka Capital-Journal newspaper and he supervises student teachers for Washburn University .

Dr. Ybarra received his Bachelor's Degree from N.W. Oklahoma State University , his Masters from Emporia State University and his Ph.D. from Kansas State University with emphasis on employee training.
He has served on numerous boards including Topeka United Way , American Red Cross, Melody Brown Foundation, Ballet Folklorico, Kansas Children's Service League, Family Service and Guidance Center , Topeka/Shawnee County Public Library, Washburn University Regents, Topeka Housing Authority, Topeka Job Service Employment Committee, Government Commission under Governor Hayden and later Governor Graves, The Marian Clinic and many other agencies.

He has received numerous awards including Kansas Teacher Hall of Fame, Outstanding Alumni N.W. Oklahoma State University , Martin Luther King Living The Dream, Knights of Columbus Family of the Year and many other recognitions.

Frank was Assistant Supt. for Personnel for the Topeka Public Schools for 22 years. He was Personnel Director for the State of Kansas Department of Human Resources. In the mid-sixties, he was a counselor for blind adults seeking employment. He has been a teacher, a counselor and a school principal. He has written several published articles on Employee Placement. He was editor and publisher of the Kansas Association of Educational Negotiators Newsletter. He has been Chief Negotiator for the Topeka Public Schools. He has conducted numerous negotiation workshops. He has been an Adjunct Professor at Kansas and Kansas State Universities as well as Washburn and Emporia State .

Frank and his wife Sharon have a combined family of ten (10) children and eleven (11) grandchildren.

Gary Yager

Gary Yager
Gary was first appointed to the THA Board of Commissioners in 2000.  He previously served as Vice-Chair of the Board.  His current term of office will expire in December 2008. Gary 's THA Board assignment is to work with THA's financial issues.

Gary is a native of Kansas City , Missouri .  He moved to Topeka in 1972 to attend Washburn University .  He graduated in 1976 with a Bachelor of Business Administration degree and has been involved in the banking industry his entire professional career.  He has worked for First National Bank, Commerce Bank and Trust, Columbian Bank & Trust and currently is President and CEO of VisionBank.

In addition to serving on THA's Board of Commissioners, Gary currently serves the community in the following ways:  Chair- Business Improvement District, President-elect of Downtown Topeka, Inc., Board member of Art Council of Topeka , member of the Washburn University Moore Bowl Renovation Committee, and Board member of First American Capital Corporation.

Gary is a member of  Western Hills Baptist Church , Topeka Chamber of Commerce and Topeka Country Club. Gary was recently honored by having Washburn University 's new stadium "Yager Stadium."

Nance Artzer-May

Nancy Artzer-May
Nancy Artzer-May. In addition to being a Community Volunteer, Nancy has been involved in housing and empowerment issues for many years. In 2004 - 2005 she was the Executive Director of Habitat for Humanity of Topeka. Prior to that she worked for Housing and Credit Counseling, Inc. (HCCI) of Topeka for ten years and managed its Homeownership Programs. Nancy is a registered Realtor, has worked as an Apartment Manager, and has worked as a researcher for a Real Estate Appraiser. She was appointed to the Board of Commissioners in 2004.



Frank Young
 Frank is serving as a Board Member representing the Residents.
